There are some items which can have a much more significant modifier, such as the Broken Arrow the Crusader's Guard, which gives the item +30% speed. You can see that it would cost three times as much to reforge that off, so you'd be much better off buying a discount card for that.
Other items can have modifiers based off of leveling up, such as the bow and arrow. If you're far enough out, you could reforge it and sell it to get a nice bit of profit, but again, it's probably better to buy a discount card.
Reforging is a lot easier if you know what items you'll be using. If you're going to be using the spear, for example, you'll want to level it up, and then reforge it off as soon as you get it. If you're going to be using a different weapon, level up the one you want, and then reforge. If you keep a weapon around, you can reforge it off when you're done using it, but that's not really going to help you much.
