Given that it's likely that you've already got an update of IB Expert installed but it's not started, then you'll need to test that you can run it. Any time you start IB Expert, a window will appear with details about it's state. If there is an error with ibexpert.exe then you will see the error message in the In-Progress messages window. Once restarted, you should no longer get ibexpert.exe errors so don't lose that window. Next, click on File > Preferences > Log and set Show Error in Log to only the info and custom messages if you want to.... Alternatively, you could always limit the problem program's output to the last 50 lines
If the ibexpert.exe problem doesn't happen when you restart or start up, then the problem seems to lie somewhere before that. Here's a tip to check that the program was started or looks tried first, before troubleshooting.
Sometimes programs start without displaying an action window, if they've interacted with the registry or for some other reason. The File > Preferences > Log - [and Custom messages]... options will let you see the log of events that aren't displayed in a window, but are still happening. Only check there if you see errors in a message window. It won't usually stop errors, but it can tell you what happened.
You probably need to modify the configuration file for that to be enabled. I do that at the start of every installation, then it doesn't bother me again. If you really need to enable customLogging on the fly, then you'd need to use a script to do it like this: d2c66b5586
